Towards the election of the Information Commissioner, the full implementation of the new Act on right to access information and continuously raising the bar of transparency, GONG is organizing a conference titled “Commissioner – in limbo”. Conference will take place at Croatian Parliament on September 30th 2013, starting at 9:30 am.
How to insure and take advantage of a new institutional framework to protect the right of access? What are examples of proactive publication of information and how to proceed? In a culture of secrecy, is it possible to crack contractual safeguard clauses? What is Croatia’s role in the context of EU? These are just some of the issues to be discussed at the conference with the relevant Croatian experts.
Opening address will be given by prof. dr. Robert Podolnjak , with the emphasis on the expectations of the Commissioner in implementation of public interest test, and Helen Darbshire, Director of Access Info Europe, who regularly takes part in the dialogues and regulation of rules on transparency on the European Union institutions level.
